Gun License: DySP DAR to issue Arms, Ammunition safety training certificate

Jammu: The Government of Jammu and Kashmir has designated Deputy Superintendent (DAR) as the Competent Authority for issuance of certificate of completion of the Arms and Ammunition safety training course in Form S-1 of Arms Rules, 2016 for the individual who applies for fresh arms license.
“In terms of instructions issued by the Ministry of Home Affairs Government of India vide letter No. V-11019/34/2017-Arms dated 17.01.2018, it is hereby ordered that the safety training course prescribed under Rule 10 of Arms Rules. 2016 shall be conducted by Deputy Superintendent (DAR) of Police of the respective District, pending issuance of notification by the MHA, Gol. Further. Deputy Superintendent (DAR) shall also be the Competent Authority for issuance of certificate of completion of the Arms and Ammunition safety training course in Form S-1 of Arms Rules,2016”, read the order issued by Jammu and Kashmir Home Department.
Pertinently, the fresh arms applicant, now, onward, has to obtain training certificate under form S1, undertaking for safe storage of firearms under form S2 and medical certificate under form S3. The government has made these forms mandatory for the fresh applicant.
The DySP DAR has training curriculum which include basic arms and ammunition safety practices, safe handling and carry procedures; firing techniques and procedures and care of arms and ammunition.
Under Form S-2, the applicant has to give undertaking for safe storage of firearms and educate the children about the dangers of interacting with arms and ammunition.
Under Form S-3, the applicant has to take a medical certificate prescribed by the doctor that the applicant is in good physical health and is free from any physical deformity.
