Jammu: The Jammu and Kashmir Finance Department has flagged significant irregularities in the online data of monthly accounts submitted by various treasuries.
The discrepancies, highlighted by the Principal Accountant General, include mismatches between the figures in hard copy submissions and those transmitted online, as well as incomplete and incorrect classifications of key funds.
According to an official circular issued by the Directorate General of Accounts and Treasuries, the department noted that figures reflected in hard copies of the List of Payments and Cash Accounts do not align with the data submitted online. This discrepancy has raised concerns over the accuracy and reliability of the financial data.
One of the major issues pointed out is the incomplete classification of key funds, including the General Provident Fund (GPF) for inferior personnel (8009-01-101-0002), migrants (8009-01-101-0003), and police personnel (8009-01-101-0009). The figures for these funds were also reported to be incorrect, further complicating the process of account reconciliation.
Additionally, the circular mentioned that a majority of the figures in the cash accounts are erroneous, requiring manual corrections, which significantly delays the closing of monthly accounts. Incorrect classifications in other major heads, including 8658, 8342, 8235, and 8011, have also been reported.
The Finance Department has urged all Treasury Officers and Drawing and Disbursing Officers (DDOs) to ensure accurate classification when booking expenditures under different account heads or generating receipt challans. The directive aims to prevent further delays and ensure the accuracy of financial reporting within the department.
