Budget 2025-26: J&K govt to begin discussions from November 27to Dec 20

SRINAGAR: The Jammu & Kashmir Finance Department has released the schedule for budget discussions, which will take place from November 27 to December 20, 2024.
The discussions will focus on Revised Estimates for 2024-25 and Budget Estimates for 2025-26, covering both revenue and capital components, including CSS, PMDP, and loan elements.
In preparation, all departments have been instructed to submit Action Taken Reports (ATRs) on previous budget announcements, along with comprehensive details of their Establishment Budgets and compliance with Fiscal Responsibility and Budget Management (FRBM) norms.
A circular in this regard has been issued by the Finance Department, which reads, “The discussions on Budget proposals of Revised Estimates 2024-25 and Budget Estimates 2025-26 both under Revenue and Capital Components including CSS/PMDP/Loan Component shall start from 27th November 2024.
The departments are advised to furnish Action Taken Reports (ATRs) on the Budget Announcements, if any, besides complete details of the Establishment Budget & FRBM to the Finance Department much ahead of the scheduled date of discussion.
The department shall also furnish PPT regarding data on staffing (sanctioned, in place, contractual, etc.), trends of scheme-wise revenue and capital expenditure, revenue receipts (over the last five years/ scope for enhancement of receipts), details of major projects—initiatives, the total liability of ongoing projects besides also incorporating achievements against deliverables and next year’s “Key Features with output/outcome and targets” (both in soft and hard copy).
The departments shall call only those officers to participate in their respective budget meetings in the Finance Department as are felt absolutely necessary. The Heads of the Departments stationed at Srinagar shall participate through video conferencing from Civil Secretariat, Srinagar.
