Eradicating corruption
With objective to eradicate corruption, the administration amended sub-rules under Jammu and Kashmir Public Men and Public Servants Declaration of Assets and Other Provisions Rules, 1998 while enjoining employees to inform prescribed of movable asset which exceeds two months basic salary to the competent authority.The act was first introduced in 1983, whereas in 1998 the government in suppression of notification made rules for declaration of assets and submission of annual returns by public servants. Under the act, every public servant shall be incumbent to submit annual returns of the assets held by him and his family members in the month of January every year.Whereas, every public servant shall under the act were directed to submit an annual return in respect of all the assets possessed by him and his family members which shall include the assets in respect of movable property the value of which exceeds Rs.20, 000/- in each case.Meanwhile, a notification was issued by the General Administration Department, wherein, the employees now have to submit an annual return in respect of all the assets possessed by him and his family members which shall include the assets in respect of movable property, the value of which exceeds his two months basic salary in each caseIn Rule 3 of the Rules:-i. sub-rule (1) shall be substituted as (1) Every Public Servant shall submit annual return through online mode using the portal https://prs.jk.gov.in for the calendar year between 1st and 31st January, of the next calendar year, in respect of all the assets possessed by him and his family members which shall include the assets in respect of movable property, the value of which exceeds his two months basic salary in each case, giving full particulars”.The full particulars include cash balance, saving bank deposits, shares, cash certificates, fixed deposits, debentures, security bonds, Jewellery/ornaments; and Household items (electric and electronic items only).As per the notification, sub-rule (2) shall be omitted. Whereas, Rule 4 of the Rules shall be substituted as “Restriction to acquire and transfer of movable property.- Every public servant shall bring to the notice of the prescribed authority the acquisition or transfer of movable property where the value of such proper-W exceeds his two months basic salary in each case."
