Jammu: The Jammu and Kashmir police on Monday registered first FIRs under the newly enacted Bharatiya Nyaya Sanhita (BNS) in ten districts of JK UT, a comprehensive legal code aimed at reforming India's justice system, which took effect on July 1.
Meanwhile, on the first day of the implementation of three new criminal laws, the authorities in Jammu and Kashmir’s Kishtwar district on Monday took serious note of uncontrolled blasting and improper muck disposal by the NHIDCL and ordered immediate ban on blasting activities under the Bharatiya Nagarik Suraksha Sanhita (BNSS).
As per reports, first FIRs have been registered under newly enacted Bharatiya Nyaya Sanhita (BNS) law in five districts of Jammu region and the same numbers have been reported in Kashmir region of J&K UT.
The first FIR’s under the Bharatiya Nyaya Sanhita (BNS) have been successfully registered at the Model Police Stations in Doda &Reasi districts besides Udhampur, Ramban and Jammu districts in Jammu division also.
The case FIR, bearing number 170/2024, was registered at the Police Station Doda, which falls under the jurisdiction of District Police Headquarters Doda. The accident case has been registered under sections 281 and 125(a) BNS of the new law, marking a notable milestone in the region's legal enforcement framework.
The first FIR has been registered at Police Station Pouni, Reasi. An accident case has been registered at Police Station Pouni under FIR No. 34/2024 U/S 281, 125(A) BNS (Bhartiya Nyaya Sanhita), 2023, and an investigation has been initiated.
The assault case FIR No. 310/2024U/S 115(2), 125,351 (3), 352 BNS is the first FIR registered in Police Station Udhampur under new criminal Law.
Moreover , a case has been registered at Police Station Bishnah under FIR No. 85/24, invoking Sections 109/115/3 BNS and 4/25 A Act. In a landmark development, Bishnah Police Station in Jammu District has registered the very first FIR under the recently enacted Bhartiya Nyaya Sanhita (BNS), marking a significant evolution in the region's legal framework.
Meanwhile, the first FIR No. 109/2024, has been registered under Section 125(a) and 281 of the Bharatiya Nyaya Sanhita 2023 under the Bharatiya Nyaya Sanhita (BNS) has been registered at Police Station Banihal of District Ramban
“From now on, all FIRs will be filed under the provisions of BNS (Bhartiya Nyaya Sanhita) 2023. However, cases registered before July 01 will continue to be tried under IPC (Indian Penal Code), Cr.PC (Criminal Procedure Code), and Indian Evidence Act until their final disposal”, said police.
Additional Director General of Police Jammu Zone, Anand Jain, IPS said that the registration of the first FIR under the Bharatiya Nyaya Sanhita (BNS) is a historic moment for our region. These new laws will ensure justice and equality for all, moving away from the repressive colonial framework. The Model Police Stations Doda and Reasi has taken a significant step in the enactment of these three Sanhitas in the Union Territory of Jammu & Kashmir. This will contribute to making our society more peaceful and crime-free, and will enhance the police's accountability, transparency, responsibility, and trustworthiness.
ADGP Jammu Anand Jain further said that we are confident together, we will work towards a safer and more just society.
“The registration of this first FIR under the new BNS sections marks the dawn of a new era in legal enforcement in Jammu & Kashmir, setting a precedent for future cases and reinforcing the commitment of the J&K Police to serve and protect the community with the highest standards of integrity and professionalism”,Jain said.
In Kashmir region, Jammu and Kashmir Police registered its first FIRs under the BharatiyaNyay Sanhita (BNS), the new criminal laws that came into effect on Monday, in Anantnag, Srinagar, Baramulla and Kulgam districts, a police spokesperson said.
"This historic event marks the beginning of a new era in the justice delivery system within the Kashmir Zone," the spokesperson said.
In Anantnag district, FIR No. 143/2024, was registered on Monday under Section 125 (a) and 281 of the Bharatiya Nyaya Sanhita 2023 at Bijbehara Police Station. It was the first FIR registered in the Kashmir Zone under the new criminal laws.
Similarly, in Srinagar district, FIR No. 22/2024 was filed under sections 303 of BNS and 135 (1) of the Electricity Act was registered at Chanapora Police Station.
In Baramulla, police registered FIR No. 93/2024 under sections 303(2) and 329(3) of the BNS at Kreeri Police Station.
In Sopore, FIR No. 25/2024 was lodged under Section 223, 303 (ii) and 326A of the BNS at Panzla Police Station.
Kulgam Police also registered its first case -- FIR No 47/2024 under sections 74, 115 (2) of the BNS at Yaripora Police Station, the spokesperson said.
Meanwhile, District Magistrate, Kishtwar, Devansh Yadav, revoked all permissions for blasting granted to the National Highways and Infrastructure Development Corporation Limited (NHIDCL) and also ordered a time-bound inquiry against the company under BNSS Law.
In his order issued under Section 163(1) of BNSS, Yadav referred to various complaints and a letter by Tehsildar Mughal Maidan informing that on June 30, the NHIDCL authorities through SG
